Europe's 7% of the global population boasts 17,7% of its data exchange, but because data growth inside Europe was half that of the rest of the world, 1.56% versus 2.97%, its legal effect on the traffic of the Internet over the last ten years has waned. Foreign legislation is going to have to pick up the slack.
